In the past 40 years, with the deepening exchanges between China and overseas in the fields of education, science, technology and culture, more and more students begin to choose to study abroad for further study. According to incomplete statistics, by the end of 2019, at least 6.4 million overseas students have gone abroad for further study; at the same time, 4.3 million overseas students have returned to China to devote themselves to construction.

According to Shi Yigong, 230 outstanding scientists from West Lake University have joined as doctoral supervisors in recent years, and most of them are returnees studying abroad. On the occasion of the 10th anniversary of the implementation of the Beijing-Tianjin-Hebei coordinated development strategy, on the day of the forum, the Beijing-Tianjin-Hebei European and American Alumni Association, the Central Enterprise European and American Alumni Association and the Chinese Academy of Sciences overseas students Association jointly signed the "Agreement on assisting Beijing-Tianjin-Hebei coordinated Development and Cooperation". In order to promote more overseas students to return home to join the construction, on the same day of the forum, Zhongguancun Fengtai Park signed an on-the-spot contract with five partners of the Federation of Chinese students and Scholars of Cornell University, including the Federation of Chinese students and Scholars. At the same time, five internationally renowned innovative enterprises of overseas students in colleges and universities have also signed up to be stationed in Fengtai Park, Zhongguancun.

This signing not only attracted overseas returned students, but also foreign students coming to China to participate. For example, Jong-May Urbonya, who signed a contract to be stationed in Fengtai Garden in Zhongguancun, graduated from China and America (Communication University Of China). After graduation, China and the United States chose to stay in China to set up a business, using digital technology to empower the inheritance and development of traditional Chinese ancient poetry culture.
